Why do the utilities take so long?

Each provider has its own process, and the certification confirming a service is disconnected has to come from them rather than from us. Requests go in first, on day one, because they are the long lead item and nothing about the filing moves without them.

Is hoarding always needed?

Where the work is visible or adjacent to a public route, generally yes. What it has to be, and whether it sits on the sidewalk, depends on the site and whether that ground is yours.
